WOOOF - IMPOTENT - SAVE them
In his effort to solve the budget crisis, California Governor
Schwarznegger has taken a hatchet to years of laws enacted to protect
abused and abandoned animals. The result is the "behind closed doors"
repeal of the Hayden bill and other pieces of humane legislation,
passed
through the years. Whether an act of omission or commission, the result
will be a return to the horrible pre-1998 status quo for California
animal shelters if you don't act TODAY.
The two most disturbing elements of the Governor's budget are the
return of the animal holding period to only 72 hours for all animals
(stray and relinquished) and the elimination of the requirement that
shelters seek veterinary care for animals at the shelter.
Among the other policies that will be repealed if the current budget
is adopted:
*The requirement that people convicted of cruelty to animals to pay for
the costs of the animals' care while the issue of guilt is being
determined.
*The requirement that as a condition of probation, people convicted of
animal cruelty can be prevented from owning animals for three years.
*The law that made it a duty for shelters to use all currently
acceptable methods of identification ñ including microchips ñ to
determine the lawful owner of any seized or impounded animals.
*The State's policy preference for adoption instead of killing
animals.
*The requirement that shelters allow qualified animal adoption/rescue
groups to take responsibility for animals if they pay the required fee.
*The requirement that shelters give owner-relinquished animals a chance
to be adopted.
The extent of the repeal caught everyone by surprise. We have only
one last chance to have these draconian measures removed from the
budget. The budget conference committee meets one final time... this
weekend. They must be convinced to revisit the inclusion of the
Hayden legislation as part of the budget or at least to only suspend
the
fiscal provisions of the Hayden legislation until the budget crisis has
passed.
Years of your work and the countless hours of hundreds of volunteers
can be erased THIS WEEKEND if this repeal is allowed to occur.
Listed below is contact information for the legislators who will be
meeting this weekend to approve the proposed budget. Please contact
them as many times as you are able before 5pm Friday, June 25th.

Mon, June 28, 2004 - 7:47 AMMy WAB was really upset by that. And the budgetary savings are paultry (she says) for a state of California's size.
Even though the repeal is good, we animals should never get the death penalty when we've had no trial and are innocent. Blue would have been dead had he not been in a no kill shelter. And he was only a kitten when he was abandoned. -

Mon, June 28, 2004 - 8:27 AMThere is a lot of variations amongst the counties here. The whole county here is no kill I believe. But we only have the SF ACC, SFSPCA, and where my wab works, Pets Unlimited in terms of shelters.
Shush. Go back to the kitchen and get me wet food. Allright! My wab wants to mention that the SF ACC (where our sexy orange cat WS was from!) is run by the city, the SFSPCA is part of the giant SPCA group (so they probably get lots of funding), but our shelter is run entirely by donations (but I believe there are hopes that the donations will start rolling in when Animal Cops SF airs...because its been found that the other animal cops shelters get massive donation increases after teh shows air).
There! I said it now leave me alone! Silly wabs. Always butting in. -

(In the UK the PDSA has this really cool voucher scheme for people on benefits or pensions and can't afford vet bills.) -

WWW.snap-sandiego.org They do low cost spays and nuters on this huje tour bus in difernt negborhoods in the city. My best friend Big Boy, his piccsure is in my album, was nutered low cost...cause mommy is a student and can't pay for every stray she brings home. And she brings home ALOT! Anyway - Big Boy - he is a rottie - they only made her pay 15 bucks. Mommy talks too fast!

Tue, June 29, 2004 - 10:17 AMOver here in Portland, the local Humane Society hands out vouchers for low-cost spay/neuter (I can't remember how much they are, but I believe they're about $15), redeemable at six local vet offices. They also help pay the full costs for speuter surgeries if you're unemployed, underemployed, low-income, etc. through the SNAP program. More here: www.oregonhumane.org/assistance.htm -
